The DOST-V Food Safety Team (DFST) has consistently provided technical assistance to micro, small, and medium enterprises (MSMEs) in the Bicol Region, particularly to beneficiaries of the Small Enterprise Technology Upgrading Program (SETUP). In support of the implementation of Republic Act 10611, also known as the Food Safety Act of 2013, the DFST has been providing food safety assessments, training, and consulting services to assist these businesses in improving the quality of their products.

The conduct of a reorientation and training series for trainers on Food Safety is highly recommended, especially now that COVID-19 restrictions have been eased, making the demand for face-to-face audits on food safety among firms across the region again at its peak. Due to the resignation, reassignment, and promotion of a number of its members, the organization now has only a handful of members who are committed to supporting the growing needs of the SETUP beneficiaries. The proposed reorganization of the DFST, consisting of both new and existing active members, is intended to address manpower concerns, produce a more localized group of members, and increase the number of S&T specialists in the region.

General Objective: This project aims to develop capable and competent DOST-V human resources in the field of food safety and halal.

Specific Objectives:
1. To cascade the Training of Trainers (ToT) Design for food safety and halal which includes: series 1- ten (10) modules, series 2 - four (4) modules, series 3 - seven (7) modules.
2. To equip the trainee-participants with practical knowledge and hands-on experience through nine (9) workshops [series 1- six (6), series 2 - one (1) modules, series 3 - two (2)].
3. To procure one (1) unit hygiene monitoring equipment to aid in data gathering during food safety consultancy and related activities.
4. To train additional 18 DOST personnel to augment and reorganize the DOST-V Food Safety Team structure and capacity.
